Preheat oven to 450 degrees. Foil and grease a large baking sheet pan, set aside.
Cut the cauliflower into bite size florets.
In a large bowl, combine the milk, flour, vegetable oil, sugar, salt, garlic powder, onion powder ad parsley flake. Mix well to form a smooth batter.
Fold the cauliflower into the batter so that each piece is coated.
Arrange the battered cauliflower in a single layer on the prepared pan. Bake for 15 minutes.
Meanwhile, mix the hot sauce and honey in a large bowl. Once the cauliflower has baked for 15 minutes, carefully remove it from the pan into the bowl. Toss all the cauliflower with the hot sauce and then pour it back onto the baking sheet in a single layer. Sprinkle the panko bread crumbs across the cauliflower.
Bake for another 15 minutes or until cauliflower is golden brown. Use a spatula to flip the cauliflower halfway through baking.
